Will gov run health care treat the mentally ill in the same manor that the Kennedy's treated their sister?

We have 1000+ page bill that sets up a panel that will decide what is covered not our elected officials not our Dr's but Bureaucrats. But I am personally waiting for the Presidents new plan to be released that is budget neutral because the one he presented earlier to the CBO was not budget neutral. So he must have a new plan right he would not lie would he? He said today his plan was deficit neutral so he must have a new plan.
