Can people kiss on disney channel?

Ive noticed that on some disney channel shows like wizards of waverly place, jonas L.A and suite life on deck. Like sometimes they kiss on those shows but thats not often at all. But other times u can totally tell that it would be the perfect time for a kiss an then they dont. So does anybody the actual rule they ha e about that? Thnks
